Offsite visitor parking at Disney Resorts (to visit)

In past trips (several years ago to be fair), we were able to freely park at Disney resorts to shop, look around, etc. We did this a ton over the Christmas holidays to view decorations, etc. We've noticed on this trip there is an increased level of enforcement, so much so that you can't get in without a dining reservation at some resorts. We generally eat at the counter service restaurants when we go, but have to schedule our mobile order before they let us in at Animal Kingdom last night.

I guess I understand that Disney doesn't want people parking and taking the bus to the parks to get out of the parking fee, but wondering why this is all of sudden a life and death thing for Disney now, especially with lighter crowds as kids are back in school. Any thoughts?

It has something to do with the overnight parking charge, I think.
